Key facts
Dated, verifiable facts about Victory Licensing's tokusatsu work.
01 · Definition
Tokusatsu (特撮, "special filming") is a genre of Japanese live-action film and television built on practical effects, suit acting and miniature work. Kamen Rider, Super Sentai and Voltes V are tokusatsu brands; Toei Company Japan produces and licenses the first two, and Victory Licensing represents Kamen Rider, Voltes V and other Toei tokusatsu titles in Indonesia.
The word combines 特殊 (tokushu, "special") and 撮影 (satsuei, "filming"). Where Western superhero media moved to CGI, tokusatsu kept the transforming hero in a physical suit, which is why the genre is so closely tied to toys, collectibles and apparel: the design on screen is the design on the shelf.
In Indonesia, tokusatsu entered homes through terrestrial TV in the early 1990s. Kamen Rider Black RX aired as Ksatria Baja Hitam, and the Metal Heroes series Gaban, Sharivan and Jiban followed. That generation is now 35–45, with purchasing power and a strong collector culture.
Licensing a tokusatsu brand means working under the licensor's design supervision (監修, kanshuu): every product, artwork and event asset is approved in Japan before release. See Japanese IP licensing in Indonesia for how this fits the wider anime and character market.

Answers from Victory Licensing on Kamen Rider and Voltes V licensing in Indonesia: rights holders, cost structure, approval timing and product categories. Each answer is 40–80 words and marked up as an FAQPage for search and AI answer engines.
Toei Company Japan owns Kamen Rider. In Indonesia, Victory Licensing acts as Toei's official agent for tokusatsu brand collaborations, merchandise and events, and also works alongside Medialink across Southeast Asia. Brands do not negotiate with Toei directly; Victory Licensing prepares the proposal, manages the license agreement and runs approvals under Toei supervision.
Tokusatsu licenses are priced as a minimum guarantee (an advance against royalties) plus a royalty rate on wholesale or retail sales. The figures depend on product category, term, territory and forecast volume, so Victory Licensing quotes per project after an enquiry. Approval, sampling and hologram costs are budgeted separately.
Each Toei approval round takes about 10 business days (Victory Licensing, 2026). Victory Licensing's designer and translator prepare submissions to Toei's style guide, so projects usually clear in 1–2 rounds. Allow 6–10 weeks from first concept to final approval.

Yes. Ksatria Baja Hitam ("Black Steel Knight") was the Indonesian broadcast title of Kamen Rider Black RX (1988–1989) when it aired on Indonesian television in the 1990s. The name still carries strong recognition with Indonesians aged 35–45, which is why it appears in licensed nostalgia products.
Victory Licensing arranges tokusatsu licenses for apparel, collectibles and figures, tech and gaming peripherals, food and beverage, automotive accessories and events or pop-ups. Category availability for Kamen Rider and Voltes V is confirmed with Toei Company Japan at enquiry stage, since some categories may already be allocated.
Yes. Victory Licensing runs licensed pop-ups, convention booths and stage activations, with presence at Indonesia Comic Con, IGX and Comifuro. Event artwork, staging and merchandise follow the same Toei approval process as products, and Gameindo (Instagram @gameindocom, about 57,000 followers, 2026) handles media reach.
