01 · Definition

What is Japanese IP licensing?

Japanese IP licensing is the grant of rights by a Japanese rights holder — an anime committee, studio, publisher or toy company — to a company in another market to use characters, titles and artwork on products, services or events, in exchange for a minimum guarantee and royalties, under the licensor's design approval.

Most Japanese IP is owned by a production committee (製作委員会) of several companies, with one member — or an appointed master licensee such as Medialink — handling overseas rights. An Indonesian brand rarely contacts the committee directly; it works through a local agent or sub-agent with existing relationships and Japanese-language capability.

Victory Licensing operates as that agent in Indonesia: representing licensors, sourcing brand partners, structuring the license and running approval rounds. Tokusatsu — Toei Company Japan's Kamen Rider, Voltes V, Space Sheriff Gavan Infinity and Omegahorn — is covered in depth on Tokusatsu licensing in Indonesia.

11 · FAQ

Japanese IP licensing questions

Answers from Victory Licensing on working with Japanese IP holders in Indonesia: agents, minimum guarantees, kanshuu, timelines and regulatory requirements such as BPOM and halal certification for F&B. Each answer is 40–80 words and marked up as an FAQPage.

Do I need a licensing agent to work with Japanese IP holders in Indonesia?

In practice, yes. Most Japanese IP is owned by production committees that only deal through appointed master licensees or local agents. Victory Licensing holds those relationships, prepares proposals in Japanese and manages approvals, so an Indonesian brand's enquiry reaches the right rights holder in a form that can be approved.

What is a minimum guarantee?

A minimum guarantee (MG) is the royalty amount a licensee commits to pay regardless of sales, usually paid in advance and recouped against royalties earned. Japanese licensors set the MG based on category, term, territory and forecast; Victory Licensing structures and negotiates it on the brand's behalf.

What is kanshuu (監修)?

Kanshuu is the licensor's supervision and approval of every design, artwork, product sample and marketing asset. Each submission is reviewed against the IP's style guide and returned with comments. Victory Licensing's in-house translator and IP-literate designer prepare submissions so projects typically clear in 1–2 rounds (Victory Licensing, 2026).

Which Japanese IPs are available in Indonesia?

Availability depends on category and timing. Victory Licensing has publicly delivered projects for Voltes V, Kamen Rider, Jujutsu Kaisen, Initial D and Crayon Shin-chan, and holds licensing access to catalogues from licensors including Bandai Namco Filmworks, Tatsunoko, SEGA, Capcom, Kadokawa and Aniplex, with title availability confirmed per request. Category exclusivity is confirmed with the rights holder at enquiry stage.

How do Japanese companies bring their IP to Indonesia?

Japanese licensors appoint a local agent or sub-agent such as Victory Licensing, which sources brand partners, runs kanshuu, controls production quality and reports royalties. Victory Licensing provides an Indonesia market brief in Japanese and English, and a Jakarta team that works directly with the licensor's overseas department.

How long from enquiry to launch?

A typical Japanese IP collaboration in Indonesia takes four to eight months from first enquiry to launch: two to six weeks for proposal and agreement, six to ten weeks for design and approvals, then production lead time. Timelines vary by licensor and category (Victory Licensing, 2026).

Do licensed F&B products need BPOM and halal certification?

Yes. Licensed food and beverage products sold in Indonesia require BPOM registration, and under Law 33/2014 most F&B must carry halal certification from BPJPH. These sit with the Indonesian producer; Victory Licensing coordinates timing so packaging approvals from the Japanese licensor and regulatory labels are handled together.
